It is fair to say that the Emergency Cabinet was wearing full blinkers and earplugs as it purported to listen to the expert advice of PoolTooSmall and The Civic Society . A disgusted Councillor muttering "show trial" left early as he saw the pre-determined "recommendations" by Cabinet to itself  handed out .

I was reminded of the infamous star chamber in England up to 1641 .

"My mind is made up - don't confuse me with facts".
