SADC Begin Tender Process

Despite not having planning permission, St. Albans District Council issued a contract notice on Monday 19th (see Tender: UK-St Albans: leisure centre construction work) initiating the first stage of the process for the construction of the new center.

There are no surprises in the specification, which is more or less in line with their 'option 2' from last year:

[...] The works involve the detailed design and construction of the Westminster Lodge Leisure Centre [...] to include:- lobby, foyer, reception and vending area, supporting offices,cafe / bistro, sports hall to be 33m x 18m, swimming pools: - 25m x 17m (8 lane) pool with provision for approximately 250 seated spectators, teaching pool 17.00m x 10.00m, 50m2 introduction to water area, pool equipment store, first aid room, wet side changing, fitness suite - 200no stations of a variety of types, 2 No. Exercise studios, 120m2 of youth gym, 12m high climbing wall, creche for 25No. children, spa facility, dry side changing, ancillary rooms, plant rooms. External works include demolition of the existing Westminster Lodge Leisure Centre upon completion and site landscaping, constructed in phases providing vehicle access, car parking and piazza areas throughout [...]

They also quote a brisk timescale (why the rush all of a sudden?):

Time-limit for receipt of tenders or requests to participate 24.5.2010
Date of dispatch of invitations to tender or to participate to selected candidates 18.6.2010

All in all, then, it looks like SADC think getting planning permission will be a mere formality.

Here at PoolTooSmall we're not so sure about that.
